Writeway Research had a contract with the Department of Veterans' Affairs (DVA) to "investigate" claims made by veterans, current and former members of the Australian Defence Force (ADF).

It is believed that John Tilbrook is a retired Army Major who employs a range of retired Defence Force personnel from each Service as investigators.  Most, but not all of the investigators, are Vietnam veterans and almost exclusively they are retired Officers'.
